Recently, the Emergency Management Department of Shandong Province released a message, Sinopec Qilu branch (hereinafter referred to as “Qilu petrochemical”) due to the “May 18” poisoning accident, was fined 900,000 yuan by Zibo's Emergency Management Bureau.
On May 18,2022, at around 7:00 am, a Sinopec accident occurred in the water supply and drainage plant of the Qilu branch, killing two people and causing a direct economic loss of 3,939,500 yuan. The accident is a general production safety responsibility accident, Sinopec Qilu branch of the accident is considered to have an important responsibility. In accordance with Article One hundred and fourteen, paragraph 1, Item 1, of the law of the People's Republic of China on work safety, with reference to Article 140, level 4, of the “Benchmark for the discretion of administrative penalties on work safety in Shandong Province”, zibo's emergency management agency imposed an administrative fine of 900,000 yuan.
The direct cause of the accident was that the workers of the Hansheng test facility entered the confined space without protective equipment and inhaled hydrogen sulfide gas, which was volatilized from the scum in the reaction chamber of the test facility, leading to acute poisoning and death.
In 2018, the Qilu branch of Qilu Petrochemical Sinopec issued a regulation on the protection and safety management of hydrogen sulfide, which stipulates that “Positive pressure air breathing apparatus must be worn in operations where the concentration of hydrogen sulfide may exceed 30mgm3(20ppm)”. Why did the accident party enter the restricted space without wearing protective gear? In the report, we can learn the sulphide content of the water samples in the accident tank: 51.6 mg/L, the hydrogen sulphide content of the gas in the tank: 130 mg/m3. The danger of dross is mainly dissolved in it, in the event of disturbance volatile hydrogen sulfide gas. Since the tank was not monitored for gas leakage, it was not possible to determine the concentration of hydrogen sulphide, which led to the subsequent accident. It is suggested that the corresponding products with the technology of laser absorption spectroscopy for real-time detection of PPM gas should be installed in the process zone of hazardous gas leakage risk, so as to avoid similar accidents.
