On the afternoon of July 4, the office of the safety committee of the State Council held a national video conference on gas safety prevention in Beijing.  

The meeting pointed out that at the end of last year, the safety committee of the State Council deployed a one-year investigation and rectification of urban gas safety. Since this year, it has issued 15 hard measures for safety production and organized a major inspection of safety production. However, recently, gas accidents have occurred in some places one after another. At present, with the rapid recovery of catering activity index and a substantial increase in gas consumption, gas safety will face greater pressure and challenges, and the gas safety situation is severe and complex. The meeting stressed that we should deeply learn from the lessons of recent gas accidents, further unify our thoughts and actions, concentrate on quickly carrying out the "100 day action" on gas safety, take resolute and effective measures, reverse the trend of frequent accidents as soon as possible, and take practical actions to meet the victory of the 20th CPC National Congress.

The meeting stressed that we should unify our thinking and action and immediately carry out the "100 day action" on gas safety.   It is necessary to organize centralized action in a unified manner. This action is under the unified leadership of the local Party committee and government, and led by the safety committee. All relevant departments such as housing and construction, market, commerce, public security, transportation, fire protection and so on fully mobilize their forces, clarify the responsibilities of all departments, and carry out unified action in a centralized manner. We should carefully implement the rectification work, pay attention to the role of experts, and organize working groups to do the work in a piecemeal and division of responsibilities. It is necessary to focus on the key rectification of public safety, pay close attention to public places, conduct a comprehensive investigation on the catering places, commercial and residential complexes, farmers' markets, schools and hospitals that use gas, and focus on the problems such as the occupation of gas pipelines, the crossing of confined spaces, and unauthorized reconstruction; Pay close attention to key links, severely crack down on illegal filling, illegal storage in densely populated places such as residential areas, and "black gas cylinders" and "black gas", focusing on the "underground market" for the production and sales of gas stoves and gas alarms; Pay close attention to prominent problems, and strictly investigate and deal with illegal subcontracting and illegal subcontracting of gas construction, reconstruction and other projects, as well as employees' employment without certificates, illegal operations, and brutal construction outside the gas pipe network. It is necessary to enforce the law with integrity and rigor. This action strictly achieves the "five resolute", that is, those who do not install gas leakage alarms in the catering places that use gas will be resolutely punished in accordance with the law; For restaurants that have major hidden dangers and do not meet safety conditions, resolutely stop using gas as required and implement safety precautions; We will resolutely and severely crack down on gas enterprises that do not odorize as required and supply gas in violation of regulations; For accidents caused by careless household inspection of gas enterprises, resolutely and strictly follow up the relevant responsibilities of gas enterprises; For gas enterprises that do not meet the market access conditions and still do not meet the legal conditions after rectification, they shall resolutely clear the gas market in accordance with the law. We should strengthen publicity and education and enterprise services, carry out normalized gas safety publicity, mobilize streets and communities to strengthen household publicity and reminders, urge gas users to make commitments to operate in accordance with regulations and use gas safely, organize gas enterprises to carry out a centralized household safety inspection on catering and other commercial users during the action, and central enterprises and state-owned enterprises that carry out gas business should take a good lead and set an example.

The meeting requested that we should pay close attention to the implementation of the work to ensure tangible results. Supervision and inspection should be strengthened. Leaders of local Party committees and governments and safety committees should go deep into the grass-roots level for on-the-spot inspection, and coordinate and solve problems in work in a timely manner. All relevant departments should take a variety of ways to supervise and inspect, and comprehensively investigate potential risks. Safety committees and offices at all levels should follow up and supervise the whole process to promote the in-depth implementation of the work. The safety committee of the State Council will send a steering group to various places for supervision and inspection in the near future. We should strengthen the dispatch notification, comprehensively use notification, interview and other methods to promote the implementation of the work, timely summarize experience and practices, and promote the overall improvement from point to area. We should seriously pursue responsibility and accountability, thoroughly investigate the causes of gas casualties during the action according to law and regulations, and investigate the main responsibility of enterprises and the supervision responsibility of departments. At the same time, we will continue to carry out in-depth investigation and rectification of urban gas safety throughout the country, speed up the renewal and transformation of old gas pipelines according to the degree of safety risks, actively promote the application of advanced technology and equipment, the construction of monitoring and early warning systems, the training of professionals, the construction and operation and maintenance of urban supervision centers and other basic and source work, and strive to fundamentally eliminate accident hidden dangers, fundamentally solve problems, and comprehensively improve the intrinsic safety level of gas.

According to the collection, there were 43 suspected gas accidents reported in the news in June, including 31 indoors and 12 outdoors. The accident caused a total of 11 deaths and 88 injuries. Among the accidents of gas source medium, 16 were caused by natural gas and 25 by liquefied petroleum gas.

According to the location of the accident, among the recorded accident news, there were 31 suspected gas accidents indoors and 16 in residential buildings, accounting for 52%; There are 11 shops, accounting for 36%; There are 2 bungalows, accounting for 6%; There was one case in the factory, accounting for 3%.

It is noteworthy that among the gas leakage accidents, 27 gas explosions occurred, and the causes of the explosions were clarified in 9 cases, including 8 cases caused by cooking and 1 case caused by friction sparks.

Many gas explosion accidents occur at the user end. If the gas leakage is not found in time, cook or use electricity, and then ignite the gas, causing great damage.

Article 36 of the new "work safety law" clearly stipulates: "if the production and business units in catering and other industries use gas, they shall install combustible gas alarm devices and ensure their normal use."

At present, the use of gas in most catering places is in a state of no safety monitoring, which has great potential safety hazards!
