The Beijing municipal emergency response Bureau has formulated the implementation plan for implementing safety risk control measures for large oil and gas storage bases in Beijing.
Work objectives
Promote large oil and gas storage bases to fully implement the rectification and improvement scheme of "one reservoir and one policy", effectively equip application gas detection, emergency cut-off, video monitoring and lightning early warning systems (hereinafter referred to as "four systems"), thoroughly rectify prominent problems such as insufficient safety distance, and complete the rectification of hidden dangers of "one reservoir and one policy" and the transformation and improvement of "four systems" in the first half of 2022, so as to effectively improve the intrinsic safety level of enterprises. Strictly implement the long-term mechanism of safety risk assessment, improve the informatization level of safety management, and basically build an enterprise safety risk intelligent management and control platform by the end of the year.
Scope of work
Large oil and gas storage bases with hazardous chemicals business license in Beijing, i.e. raw oil depots with single tank capacity of no less than 100000 cubic meters and total storage capacity of no less than 1 million cubic meters; A refined oil depot with a single tank capacity of not less than 5000 cubic meters and a total storage capacity of not less than 50000 cubic meters; LNG terminal with single tank capacity not less than 10000 m3 and total storage capacity not less than 100000 m3; Liquefied petroleum gas storage enterprises with a single tank capacity of not less than 1000 cubic meters and a total storage capacity of not less than 10000 cubic meters; Storage and transportation plant of Yanshan Petrochemical Company.
Work tasks
The key work of safety risk control measures for large oil and gas storage base is divided into four stages:
1.Implement the rectification of hidden dangers of "one warehouse and one policy". All District Emergency Response bureaus urge enterprises to complete the potential problems found in the enterprise self-assessment, in-depth assessment of the central enterprise headquarters and ministerial supervision and verification. Enterprises that fail to complete the rectification of potential problems on schedule will be subject to administrative punishment according to law and implement control measures, which will be completed before June 30, 2022.
2. Carry out special rectification of intrinsic safety improvement. All District Emergency bureaus urged enterprises to complete gas detection, video monitoring, emergency cut-off, and the allocation and operation of lightning early warning system, and thoroughly rectify prominent problems such as insufficient safety distance. Enterprises that fail to complete the rectification of gas detection and video monitoring system problems before the end of 2021 shall be subject to administrative punishment according to law. Enterprises that fail to complete the emergency cut-off and lightning early warning system before June 30, 2022 shall be subject to administrative punishment according to law and implement control measures, which shall be completed before June 30, 2022.
3. Establish a long-term mechanism for safety risk assessment. In accordance with the safety management specification for oil and gas storage enterprises issued by the emergency management department, each district emergency bureau shall guide enterprises to continuously improve the safety management level and compact the main responsibility of enterprise safety production, which shall be completed before May 31, 2022.
4. Continuously improve the level of safety management. In accordance with the requirements of the guidelines for the construction of intelligent safety risk management and control platform for oil and gas storage enterprises, all District Emergency bureaus urge enterprises to improve the enterprise side safety risk management and control platform and complete it by the end of 2022.
Safeguard measures
Strengthen leadership. Regional emergency bureaus and relevant enterprises should attach great importance to the safety risk prevention and control of large oil and gas storage bases, formulate their own enterprise and regional implementation plans according to the requirements of the overall deployment, and ensure the implementation of various measures with a high degree of self-awareness and powerful work measures.
Special training. The municipal emergency response Bureau will publicize, implement and interpret the code for safety management of oil and gas storage enterprises and the guide for the construction of intelligent safety risk management and control platform for oil and gas storage enterprises. All District Emergency Response bureaus should guide relevant enterprises to seriously study and understand and implement.
Regular meetings. District Emergency bureaus and relevant enterprises should vigorously promote the safety risk prevention and control of large oil and gas storage bases, and timely study and solve various problems in the promotion of work. The municipal emergency response Bureau will regularly organize relevant units to discuss, study and judge, and study and put forward targeted solutions.
Strengthen supervision. The municipal emergency response Bureau will establish a monthly dispatching mechanism to report the progress of the rectification and improvement of "one warehouse and one policy", "four systems" transformation and enterprise end platform construction, timely organize on-site supervision and inspection, deepen law enforcement inspection and acceptance, and promote the implementation of various safety risk control measures in large oil and gas storage bases. The implementation of safety risk control measures for large oil and gas storage bases will be included in the safe production assessment of the district Party committee and the district government in 2022.

08 detection of gas diversification
Compared with the traditional single gas detection, our company has the detection ability of 7 kinds of gases. Types of gas detection: methane, carbon monoxide, carbon dioxide, hydrogen sulfide, ethylene, acetylene and ammonia (more gas detection schemes can be provided according to customer needs).
Fixed scanning laser gas telemeter
The fixed scanning laser gas telemetry instrument can carry out radar 360 degree rotation scanning within a radius of 300 meters to monitor the methane gas concentration. It can monitor the gas concentration data in real time and carry out remote online visual intelligent monitoring in combination with high-definition video. Leak orientation can be located.
