3.From February 4 to February 20 and from March 3 to March 13, 2022, gas stations shall strengthen the management of bulk oil sales in strict accordance with the requirements of the opinions on strengthening the safety management of gas stations in the whole city issued by five departments including Beijing Municipal Public Security Bureau, and stop bulk oil sales in principle.

4.The production and operation enterprises of hazardous chemicals, chemical and pharmaceutical enterprises shall carry out a comprehensive safety inspection, focusing on the safety inspection and hidden danger rectification of hazardous chemical storage tank areas and production facilities, so as to ensure that the temperature, pressure, liquid level, toxic and combustible gas alarm, safety interlock, emergency cut-off, safety accessories, etc. are put into operation in good condition, and the operation of equipment and facilities with defects is strictly prohibited, Strictly implement the anti-terrorism prevention standards and requirements.

5.Enterprises with major hazard installations of hazardous chemicals shall strictly implement the safety assurance responsibility system for major hazard installations, fully implement the safety assurance responsibilities of the main principals, technical principals and operation principals, and carry out in-depth investigation of potential safety risks of major hazard installations. All major problems and hidden dangers found in the investigation shall be rectified before January 30. If they cannot be rectified, safety precautions shall be formulated.

6.Production and operation enterprises of highly toxic chemicals and explosive prone hazardous chemicals shall strictly implement the sales record system of hazardous chemicals and truthfully record the sales of highly toxic chemicals and explosive prone hazardous chemicals according to regulations.

7.Hazardous chemical enterprises shall strictly manage the operation safety, strengthen the management of hazardous operations in the unit area, storage tank area and reservoir area, strictly control the inspection and maintenance operations, and try to avoid dangerous operations such as hot work and entering confined space. If necessary, the work permit shall be handled according to the regulations and upgraded management shall be carried out. We should strengthen the safety management of hazardous chemicals loading and unloading vehicles and strengthen the qualification inspection of vehicles and personnel.

8.Hazardous chemical enterprises shall do a good job in the heat preservation, antifreeze and condensation of open-air process pipelines, production equipment and facilities to prevent the leakage of flammable, explosive, toxic and harmful substances due to the freezing crack or blockage of hazardous chemical storage tanks, transmission pipelines and valves.

9.Schools, hospitals, scientific research institutes and other units using hazardous chemicals shall carry out safety inspection on the storage and use places of hazardous chemicals to ensure that the storage places of hazardous chemicals are well ventilated and that various safety facilities and fire-fighting equipment are used normally.

10.All relevant units shall improve the reserve of emergency materials, strengthen the emergency disposal force and strengthen the emergency disposal drill. It is necessary to strictly implement the leadership shift and 24-hour duty system for important posts. In case of production safety accidents and emergencies, it is necessary to deal with them in time and report to relevant departments at the first time.

11.Those who violate the provisions of this circular will be punished in accordance with the work safety law, the regulations on the safety management of hazardous chemicals and other relevant laws and regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.
