In this enterprise, the secret investigation team also found six prominent hidden problems. First, hazardous chemicals were not stored as required, and unlabeled chemicals containing more than 10 tons of ethylbenzene polymerization inhibitor DNBP (a hazardous chemical) and multiple nitrogen cylinders were stored in the enterprise garage. Second, the alkylation reaction safety instrument system (SIS) is not equipped with pressure interlock. Third, the distance between the regional transmission line and the class B plant (local class a) of the nearest polymerization inhibitor workshop of the enterprise does not meet the requirements of the code for fire protection design of buildings. Fourth, the distance between class B plant of polymerization inhibitor workshop and class C warehouse 18 does not meet the requirements of code for fire protection design of buildings. Fifth, the process alarm system of distributed control system (DCS) for nitrification reaction and alkylation reaction was not put into operation. Sixth, the sulfuric acid workshop (toxic workplace) has set up fixed operation places such as tables and chairs and rest facilities such as bench chairs.
     

The secret inspection team pointed out that at present, the nitrification process of the enterprise adopts batch production, and there are 14 5000L reactors on site, which are densely arranged, have high inherent safety risk, and the process interlock control is improperly set. It is suggested that enterprises should study the application of new technologies such as microchannel and tubular reactor instead of kettle reaction to fundamentally eliminate the risk of out of control nitrification reaction.
     

The person in charge of the enterprise said that it would immediately rectify the above problems and organize the inspection of safety facilities and emergency rescue materials. For the hidden dangers such as some hazardous chemicals are not stored as required, individual alarm systems are not put into use, and hazard notification boards are not set in some tank farms, the enterprise has broken down and implemented them to the relevant responsible departments and specific responsible persons one by one, and defined the corresponding rectification time limit.
The person in charge of Jilin Economic Development Zone Emergency Management Bureau said that it would strictly urge enterprises to carry out hidden danger rectification, organize chemical experts to provide technical guidance services for enterprise rectification, and organize review and acceptance according to the time limit. For illegal acts of enterprises, administrative penalties will be imposed in accordance with relevant laws and regulations on work safety.
