Since this year, Dongying City, Shandong Province has focused on the centralized management of dangerous chemical safety risks, explored the construction of "1 + 4" intelligent supervision system, innovated and implemented the safety technology transformation of "mechanized replacement and automatic personnel reduction", and focused on the safety control of major risk areas. In order to comprehensively speed up the construction of intelligent production safety of hazardous chemicals, Dongying City has built a "1 + 4" intelligent supervision system centered on a municipal intelligent monitoring and early warning platform for hazardous chemicals and supported by four technical standards of hazardous chemical production enterprises, hazardous chemical storage enterprises, chemical parks and gas stations, so as to effectively solve the prominent problems of insufficient enabling of informatization on safety management and limited intelligent guarantee of essential safety. At the same time, we accelerated the automation transformation of hazardous chemical enterprises, eliminated the safety risks caused by personnel exposure in dangerous environment and human misoperation, and improved the intrinsic safety level of enterprises.
In terms of strengthening and promoting the management and control of major risk areas, Dongying City has formulated the implementation measures on strictly controlling the number of personnel in major risk areas of hazardous chemical enterprises, reducing the number of key areas with more than 3, less than 10 and more in order to reduce the number of major risk areas with more than 3, less than 10 and more in hazardous chemical enterprises by more than 30% by the end of the year.
