Shenzhen Institute of urban public safety technology (hereinafter referred to as "the Institute") was innovated and established by Shenzhen Municipal People's government. It is a wholly-owned enterprise directly managed by Shenzhen SASAC. The safety research institute was incorporated in January 2016. Its establishment is a major measure and innovation for the Shenzhen Municipal Party committee and government to explore the urban public security guarantee mechanism and provide support and guarantee for urban public security by using market-oriented and professional services.
It is reported that not long ago, the office of the safety committee of the State Council and the Ministry of emergency management issued a notice to deploy and strengthen urban safety risk prevention, promote the experience and practices of urban lifeline safety projects, and effectively improve the ability of cities to prevent and control major risks and emergencies, so as to essentially improve the modernization level of urban safety governance. The circular identified 18 cities (districts) including Hefei, Shenyang, Nanjing, Qingdao, Shenzhen, Chengdu, Xi'an, Dongying, Luoyang, Yichang, Changde, Foshan, Nanning, Zunyi, Beijing Tongzhou, Shanghai Pudong New Area, Shanghai Huangpu and Shanghai Songjiang as pilot projects for the construction of national urban safety risk comprehensive monitoring and early warning system.
